REHABILITATION INSTITUTIONS FOR MILITARY SERVANTS AND CIVILIAN POPULATION IN UKRAINE AND THE WORLD

The creation of a modern rehabilitation system is a strategic priority of the state policy of Ukraine and a basic element of medical support for the Armed Forces of Ukraine, which directly affects the restoration of the country's labor and defense potential. The work systematizes the classification of rehabilitation institutions, which are divided into three main types: inpatient, outpatient and specialized. The main areas of their functioning are outlined: medical and physical, psychological, social and professional. Modern architectural and construction principles of their design are formulated: rational choice of location; environmental friendliness; ergonomics; energy efficiency; smart technologies; aesthetics; universal design and barrier-free design; safety. A comparative analysis of domestic and international experience was carried out, which allowed to identify systemic problems in the functioning of Ukrainian centers and determine promising vectors for their modernization in conditions of prolonged martial law. It was found that the domestic rehabilitation industry is in a rather difficult situation, largely due to prolonged hostilities. Currently, the network of centers is expanding due to the re-profiling of Soviet sanatoriums and recreation centers, which do not always meet modern standards. The situation is complicated by the outflow of qualified personnel abroad. The lack of budget funding limits the possibilities of implementing innovative technologies, purchasing robotic equipment and training personnel. In addition, ongoing hostilities and constant security risks restrain foreign direct investment in the construction of new facilities within the country. In Ukraine, there is a disproportion in the spatial location of institutions: most of them are concentrated in large cities, while in regions and small settlements such services remain inaccessible. In addition, there is a shortage of specialized military medicine centers, and the available equipment is often outdated. At the same time, in recent years, reforms have been intensified in Ukraine: the regulatory framework is being modernized, new standards of care are being created, and a state network of veteran hospitals is being deployed. The UN, the Red Cross, and other international institutions provide strong financial and methodological support.
